The answer is yes. If the batter thinks he can reach it, he can swing. There is no rule against it. A way it could be done is just simply stretch his arms out a little to make contact. But it is usually pretty far away so I guess in that cased he would have to throw his whole body out. it would be pretty stupid to do so and not just take the wlak but a batter could certainly do so.

Yes,Miguel Cabrera did it a few years ago, but your feet can't leave the batters box, that intentional walk pitch was very close to the plate.
