I would have to say Barry Zito, Carlos Silva, and Gary Matthews Jr. are at the top of my list.

Andruw Jones, and he waddles away with this dubious distinction.

For the Brewers it is Jeff Suppan. 4.96 ERA for 2008 is ugly for a starter making top salary with the Brewers. Example: He gave up 5 runs off three homers (two back to back) and had to be taken out after 3 innings against the the Phillies in game 4 of the NLDS.
But Zito takes the prize.

Barry Zito, Andruw Jones, Juan Pierre, and Jason Schmidt.

At least the Giants got 10 wins out of Zito in 2008.
Look at what the Pittsburgh Pirates got out of Matt Morris in 2008. They paid him over 10 million dollars for less than a months work. That month of work yielded a 0 and 4 record and an ERA of 9.67! In his last 3 starts he gave up 17 runs in just 10 1/3 innings.
I have to say A-Rod and no I'm not joking. No player in any sport is worth $28million. On top of that I could name players that are better than A-Rod.
Chase Utley is a very good well-rounded player. Makes $8mil.
Josh Hamilton who had a very good year this year makes $400K
My point here is not to cut up A-Rod because he is a good baseball player but he is not worth $28mil. A guy deserves $28mil if he hits 162HR has 200RBI and bats .500. Think of what the Yankees could do with $28mil or even if they subtracted just 13mil from him salary. They could still sign Utley, Hamilton, and probably a decent pitcher. I would give A-Rod15mil at best.

I guess I would say Zito. He got a huge oppuritunity and blew it completely. Jones would be close but he is getting older and has a few more excuses. Those are my top two but Zito is by far first.

Barry Zito is by far the biggest bust. He went from a.l. cy young to pitching 80 mph. I think hes going to be out of baseball soon thier are 13 year olds that throw harder then he does

I have to go with Zito...
Guys like Pavano and Matthews Jr were able to turn career years into fat deals, but it's not like they were going to be THE guy around whom the rest of the team was going to be built.
So if you go expectations vs results...I'd have to vote Zito.

On your list, I agree with Matthews, Jr. The bum!
But, Andrew Jones was terrible for the dodgers. $18 million! For striking out and crying like a baby!? Disgusting!

Carl Pavano for the past 3 years. For 2008, Curt Schilling, although he can draw on the good will built by 2 World Series rings in 4 years in Boston with him pitching. And don't forget, Bartolo "I quit" Colon, who quit the Red Sox rather than pitch out of the bullpen in the playoffs. He should do real well with Ozzie Guillen in Chicago with that attitude.

To date, I'd have to say Jason Schmidt. 3 years for 47 million, and he's only made 3 starts for the Dodgers in 2 years. He better have the best season that baseball's ever seen in 09 if he's going to ever earn his contract.

Luis Castillo.
Cant hit run field bat...4 years contract
3 years remaining no one wants him. The mets will wind up either keeping him at 2nd or paying at least 50 percent of his contract
*Sam = Tazawa is awesome.

Andruw Jones, his legacy was crushed by his awful years with the Dodgers.
